JOB SUMMARY
This is a mid to senior-level professional position under the general direction of the Sr. Director of Valuation Services. This position provides the valuation of all property types for ad valorem purposes through the application of industry accepted methods, standard appraisal techniques, and statistical analysis including sales comparison, income and cost approaches. This position will focus on commercial valuation with minimal supervision.

ESSENTIAL JOB FUNCTIONS

• Annually re-assesses commercial properties, located in designated market areas, by reviewing available data including income and expense statements, cap rates, and rent schedules in determining values to produce a level of assessment in compliance with departmental goals and the Department of Revenue (DOR) guidelines, measured by sales ratio analysis of the tax roll.
• Communicates with property owners in person, over the phone, and by email to provide quality customer service concerning methods and procedures used in determining value. Answers questions and investigates complaints by owners, representatives of outside agencies, and other employees relative to property values and appraisal techniques.
• Demonstrates skilled proficiency in solving potential value problems with little or no supervision during Truth in Millage (TRIM) and Value Adjustment Board (VAB) periods. Independently prepares BCPAO's supporting data for VAB petition hearings. Represents BCPAO at VAB petition hearings involving commercial properties and able to assist others in their case preparation.
• Assists in the development of income data; conducts interviews with owners and/or their legal representatives in order to complete a study of typical commercial and industrial property types to support various rental rates, vacancy, and expense ratios used in the income approach for these properties.
• Reviews and re-assesses assigned parcels, splits and combinations, E&Is or DPs, new subdivisions or condos, tax estimates and additions to the tax roll with correctness and minimal supervision in respect to applicable state statutes, rules and guidelines. Uses available imaging technology to verify or update relevant data.  Assists with field audits and verifies property descriptions.
• Assists other staff, within the department and throughout the organization, regarding the valuation of all types of property.
• Assists in damage assessment in coordination with federal and state emergency management offices during the aftermath of local disasters such as hurricanes and tornadoes. Contingencies such as these may require after-hours or weekend duty.

MINIMUM REQUIREMENTS TO PERFORM WORK

• Associates - Bachelor's Degree in Real Estate or related field; or minimum of three - seven (3-7) years of related assessment experience and/or training with five (5) years of experience in commercial property assessment.
• Successful completion of courses in the Mass Appraisal and the Income Approach to Valuation, Course 112 or its equivalent.
• For Valuation Appraiser II position, Certified Florida Evaluator (CFE) designation, or able to obtain within two (2) years.
• For Sr. Commercial Appraiser position, one of the following designations or certifications (or in the process of obtaining) is required:
  • CAE – Certified Assessment Evaluator (IAAO)
  • MAI – Member of the Appraisal Institute
  • MAS – Mass Appraisal Specialist (IAAO)
  • General Real Estate Appraiser (Florida)
• State-Certified Appraisal License preferred.
• Proficient in office policies, Florida Statutes and FDOR guidelines in making reliable conclusions and recommended actions in commercial property valuation.
• Knowledge of or ability to learn the Computer Assisted Appraisal System (CAMA) to organize, plan and prepare daily work activities necessary to mass update values.
• Geographical competency of the real estate market in the Brevard County area.
• Proficiency in Microsoft Office applications, specifically Word, Excel and Outlook.
• Valid Florida driver's license.
