Description
The Village of Clinton is seeking a dynamic and visionary Village Manager to lead the strategic and operational activities of our community. This pivotal role involves overseeing day-to-day management, fostering strong relationships with residents, staff, and Council, and driving initiatives that enhance the vibrancy and sustainability of the village. The ideal candidate will possess a passion for community development, proven leadership skills, and extensive experience in business management, strategic planning, and local government operations.
Responsibilities include:
- Plan, develop, and oversee Village programs, services, and facilities to meet the needs of the community while promoting efficient and effective municipal operations.
- Prepare and administer the annual Village budget, including long-range financial planning, budget forecasting, grant administration, and recommending funding strategies.
- Advise and support the Village Council by preparing agendas and supporting materials, conducting research, providing policy recommendations, and implementing Council priorities.
- Represent the Village in meetings, negotiations, and partnerships with governmental agencies, community organizations, utilities, and other stakeholders.
- Direct the day-to-day operations of all Village departments, including organizational planning, personnel administration, employee development, performance management, and enforcement of personnel policies.
- Oversee municipal operations to ensure quality service delivery, resolve operational issues and citizen concerns, and recommend improvements to Village services and organizational efficiency.
- Coordinate Village services with local, regional, state, and federal agencies, including the administration of contracts, intergovernmental agreements, and cooperative service arrangements.
- Manage the Village's municipal electric utility, including operational oversight, financial planning, system improvements, consultant coordination, rate recommendations, capital planning, and service on the Michigan South Central Power Agency (MSCPA) Board.
- Provide leadership and oversight for community planning, zoning administration, and land use initiatives by working closely with the Planning Commission, Zoning Board of Appeals, developers, staff, and residents to support responsible growth and implementation of the Village's Master Plan.
- Oversee labor relations, including contract administration, grievance resolution, and ensuring compliance with applicable collective bargaining agreements.
- Investigate and respond to resident concerns and recommend or implement appropriate corrective actions.
- Support and coordinate Village participation in community events and initiatives.
- Perform other duties as assigned by the Village Council.
Requirements
- Bachelor's degree in Public Administration, Business Administration, or a closely related field.
- At least three (3) years of experience as a Manager or Assistant Manager. Experience in municipal government and municipal electric utilities is strongly preferred.
- Demonstrated knowledge of municipal management principles, governmental operations, applicable laws and ordinances, budgeting, strategic planning, and organizational leadership.
- Proven experience in business or organizational management, including financial oversight, operational management, and strategic planning. Experience in nonprofit or community-focused organizations is desirable.
- Ability to analyze complex information, develop effective policies and programs, and make sound administrative and financial decisions.
- Strong leadership skills with experience supervising, developing, and motivating diverse teams.
- Excellent interpersonal, public relations, and communication skills, with the ability to build productive relationships with elected officials, employees, community organizations, businesses, and the public.
- Excellent written and verbal communication skills, including the ability to prepare reports and deliver presentations.
- Experience in collective bargaining and labor relations.
- Community planning and zoning administration, grant administration, and economic development.
- Municipal electric utility operations or governance is highly desirable.
