Description
The City of Marine City is seeking a qualified and experienced professional to serve as City Treasurer.
The City Treasurer is a key member of the City's administrative team and is responsible for the overall administration, safeguarding, accounting, and reporting of City financial resources. The successful candidate will demonstrate strong financial management skills, attention to detail, integrity, sound judgment, and a commitment to providing excellent service to residents, businesses, and the City Commission.
POSITION SUMMARY
Under the direction of the City Manager, the City Treasurer oversees the City's treasury and financial operations in accordance with applicable federal and state laws, City ordinances, policies, and generally accepted governmental accounting practices.
The Treasurer is responsible for maintaining accurate financial records, managing City funds and investments, overseeing receivables and disbursements, coordinating tax collection activities, preparing financial reports, and assisting City leadership with financial planning and decision-making.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Responsibilities may include, but are not limited to:
Serves as Finance Director for the City, coordinating the preparation and administration of the annual budget with the City Manager. Prepares budget calendar and provides revenue and expenditure worksheets and calculations, compiles departmental information and requests, prepares budget workshops and works with the City Manager to achieve a balanced budget proposal. Prepares final budget document, executes all budget amendments, and prepares related cash flow statements, fund transfer resolutions, and budget reports.
Maintain accurate records of City revenues, expenditures, investments, and other financial transactions.
Receive, deposit, safeguard, and account for City funds in accordance with applicable laws and City policies.
Oversee property tax collection and related accounting and reporting responsibilities.
Monitor cash flow and ensure adequate funds are available to meet City obligations.
Manage City banking relationships and assist with banking services and agreements.
Prepare and maintain financial reports for the City Manager, City Commission, auditors, and other governmental agencies.
Monitor departmental revenues and expenditures and identify significant variances or financial concerns.
Coordinate with the City's auditor and provide records and information necessary for annual audits.
Ensure compliance with applicable Michigan statutes, regulations, accounting standards, and City policies.
Oversee the collection, recording, and reconciliation of various City revenues, fees, licenses, permits, and other receipts.
Review and reconcile bank statements and financial accounts.
Manage municipal investments in accordance with applicable law and City investment policies.
Maintain appropriate internal controls and financial procedures.
Assist City leadership with financial analysis, forecasting, and long-range financial planning.
Provide accurate and timely financial information to the City Commission and administration.
Supervise, train, and evaluate employees assigned to the Treasurer's Office, as applicable.
Prepares and processes regular and pension payrolls and serves as benefits coordinator. Assists employees with benefits issues, acts as liaison to third party providers and ensures benefit enrollments, payments and related paperwork are properly completed. Prepares worker's compensation reports and associated paperwork.
Provide professional, courteous, and responsive customer service to residents, businesses, employees, and other stakeholders.
Perform other duties as assigned.
Requirements
MINIMUM QUALIFICATIONS
The ideal candidate will possess:
An Associates Degree in accounting, finance, public administration, business administration, or a related field; equivalent combination of education and relevant experience may be considered.
Three to five years of experience in accounting, bookkeeping or a related field, in a municipal setting preferred.
Knowledge of municipal finance, budgeting, cash management, property taxation, investments, and financial reporting.
Strong understanding of applicable Michigan laws and regulations governing municipal financial operations.
Demonstrated ability to maintain accurate financial records and reconcile accounts.
Excellent written and verbal communication skills.
Ability to establish and maintain effective working relationships with elected officials, City staff, residents, businesses, auditors, financial institutions, and other governmental agencies.
Proficiency with Microsoft Office and BS&A financial/accounting software.
Ability to maintain confidentiality and exercise sound professional judgment.
Certified Public Accountant (CPA), Certified Municipal Finance Officer (CMFO), or other relevant professional certification, or the ability and willingness to pursue certification, is strongly preferred.
Experience working directly with a City Commission, City Council, or other elected governing body.
Experience with municipal budgeting, audits, investments, and financial forecasting.
