SALARY RANGE
The starting salary range for the Project Manager is $103,360 - $129,200 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $155,040, annualized.
The starting salary range for the Project Manager Senior is $115,840 - $144,800 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $173,760, annualized.
The starting salary range for the Project Manager Principal is $136,880 - $171,100 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $205,320, annualized.
Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Project Manager - CIP
Overview
A Project Manager is responsible for leading project teams in the day to day execution of projects of low to moderate complexity to achieve an established set of outcomes. Responsibilities include all phases of projects, including initiation, planning, execution, and close-out on time and within budget.
A Project Manager may be assigned to manage facility construction or major maintenance projects in areas such as hydro power plant rehab, utility transmission or distribution system construction, major building construction, and/or telecommunications building infrastructure.
Responsibilities
- Project Execution: Manage projects of low to moderate complexity according to an established scope, schedule, and budget (approved Business Case). Control project activities by measuring progress in accordance with established project plans and objectives.
Low to moderately complex projects generally have some or all of the following characteristics:
- Low risk to the District
- Small scale
- Impact up to 10 stakeholders
- Involve a project team of 10 or less team members
- Projects with a budget generally under $5M
- Project Planning: Develop plans to implement and manage projects including resource requirements, milestones, deliverables, risk assessments, cost estimates, quality requirements and project-specific policies, procedures, and guidelines. Work with stakeholders to develop project objectives
- Project Control Systems: Follow effective project control systems to ensure contractor and District activities comply with established work schedules and contract terms.
- Quality Control: Ensure that quality control processes and procedures are in place throughout the project to ensure customer satisfaction and technical requirements of project are met.
- Project Team Direction: Develop and implement viable project teams to ensure effective performance of project functions. Create a team environment that encourages excellent performance and timely decisions. Identify appropriate staff resources and negotiate with resource manager(s) to fill necessary positions. Escalate project issues and decisions to decision makers in a timely manner. Ensure peer review of project work products is performed by qualified staff. May perform some hands-on engineering and/or construction manager work. May perform field data collection using engineering instruments, digital technologies, ladders, lifts, or small tools.
- Communications: Communicate project progress with supervisor, project teams, and internal clients. Assist in communications with external clients, project stakeholders and regulatory agencies.
- Development: Continue to develop and refine project management skills through continuing education and training.
- Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
- As an essential function, drive a motorized vehicle while conducting business on behalf of the District.

Education
- Bachelor's Degree in Construction Management; Electrical, Civil, or Mechanical Engineering; Network Engineering, or a related field, from four-year college or university.
Experience - 3+ years experience performing construction or major maintenance project management is required.
- Candidates with experience managing multiple projects in the following areas are preferred:
- Power plant rehabilitation or major maintenance
- Major building construction
- Utility transmission or distribution system construction
- Telecommunication system cabling infrastructure, or similar
Licenses and Certifications
- Certified Project Management Professional (PMP)-PMI From the Project Management Institute within 24 months of entry into the role.
- Valid Driver's License at hire and WA Driver's License within 30 days of hire
Skills and Abilities
A fully skilled incumbent will have the following knowledge skills & abilities:
- Basic knowledge of project management processes and tools
- Basic knowledge of the systems or projects assigned, such as:
- Power Plant facility and generators

- Telecommunication system cabling infrastructure, or similar
- Candidates with experience that closely aligns with the specific projects to be managed will be prioritized.
Licenses and Certifications
- Certified Project Management Professional (PMP)-PMI within 24 months required.

A Project Manager may be assigned to manage facility construction or major maintenance projects in areas such as hydro power plant rehab, utility transmission or distribution system construction, major building construction, and/or telecommunications building infrastructure.
Responsibilities
- Project Execution: Implement and manage projects and/or programs of typically high complexity and multiple year duration according to the project goals and objectives Establish the basis for performance measurement and control project work scope by measuring progress in accordance with project and/or program plans and objectives.
- Highly complex projects generally have some or all of the following characteristics:
- High risk to the District
- High technical complexity
- Impact more than 20 stakeholders
- Involve a project team larger than 20 members
- Require providing leadership to managers
- Broad workforce impacts in multiple business units
- Multiple project/programs of multi-million dollar budgets
- Require management of multiple vendors and consultants
- Extensive change management responsibilities
- Project Planning: Develop plans to implement and manage projects and programs including resource requirements, milestones, deliverables, risk assessments, cost estimates, quality requirements and project-specific policies, procedures, and guidelines. Work with stakeholders to develop project and program objectives. Develop planning procedures for use District wide. Contribute to the development of long range plans and budgets.

Assist in the development of District project and program management standards, procedures, and guidelines. Provide strategic contributions on advancing the project and program management disciplines at the District. Mentor lower level Project Managers.

- Preference will be given to candidates with experience best aligned with the types of projects to be managed.
