Description
The Finance Director serves as the chief financial officer of Sumpter Township --- overseeing budgeting, accounting, treasury, debt management, and financial reporting. They are accountable to elected officials, department heads, and the public for the fiscal integrity of the Township that operates under statutory authority, with every dollar subject to public scrutiny and audit. A Finance Director is accountable for the financial health of Sumpter Township.
Requirements
Reports to the Sumpter Township Board of Trustees; acting as a financial advisor
Direct the preparation of the annual operating and capital budget, coordinating submissions from all departments and presenting final documents to Sumpter Township Board of Trustees
Oversee production of the Comprehensive Annual Financial Report (CAFR/ACFR) in compliance with GASB standards and coordinate the external audit process
Support/Manage the entity’s investment portfolio and cash flow forecasting to maximize yield within statutory investment policy constraints with the Treasurer
Administer debt issuance—general obligation bonds, revenue bonds, lease-purchase agreements—including coordination with bond counsel, underwriters, and rating agencies
Supervise accounting, payroll, accounts payable, purchasing, and revenue collection functions
Monitor fund balances, reserve levels, and compliance with fund accounting requirements across governmental, proprietary, and fiduciary fund types
Lead development and enforcement of financial policies, internal controls, and purchasing procedures that meet Generally Accepted Government Auditing Standards (GAGAS)
Evaluate the financial impact of proposed legislation, labor contracts, capital projects, and service changes before commitments are made
