Description
The Director of Service Contracts provides executive-level operational leadership for a portfolio of federal, state, county, and commercial service contracts across multiple locations. This position is responsible for the strategic direction, operational execution, financial performance, regulatory compliance, and workforce development of service contracts operating under programs such as AbilityOne and RESPECT of Florida.
The Director ensures that all contracts meet scope-of-work, quality, staffing, safety, financial, regulatory, and customer-service requirements while advancing Goodwill Industries of South Florida’s nonprofit mission to maximize meaningful employment opportunities for individuals with disabilities and other barriers to employment. The position develops, implements, and evaluates budgets, contract-management practices, operational controls, policies, procedures, and performance-improvement strategies across the service-contract portfolio.
Requirements
KEY RESPONSIBILITIES AND PRIORITIES
- Contract Performance & Client Relations: Provide strategic and operational oversight of all federal, state, county, and commercial service contracts, ensuring daily performance meets or exceeds Statement of Work (SOW) requirements, Quality Assurance Surveillance Plans (QASP), and contractual performance standards. Serve as the primary administrative liaison with Contracting Officers (COs), Contracting Officer Representatives (CORs), General Services Administration (GSA) personnel, SourceAmerica, RESPECT of Florida, facility managers, and other stakeholders regarding contract execution, pricing, compliance requirements, operational performance, inspections, scheduling, and special projects.
- Operational Leadership & Workforce Management: Direct the overall operations of the Service Contracts Division, including custodial, landscaping, food service, and related service contract activities. Lead, develop, and evaluate managers, supervisors, and frontline personnel while maintaining required staffing levels, labor allocations, payroll controls, and succession planning. Responsible for interviewing, hiring, coaching, disciplining, and terminating personnel in accordance with organizational policies and applicable employment laws. Ensure performance deficiencies are identified and corrected promptly while fostering a culture of accountability, employee engagement, continuous improvement, and operational excellence.
- AbilityOne Statutory Compliance: Ensure strict adherence to U.S. AbilityOne Commission regulations and RESPECT of Florida requirements, including monitoring and maintaining required direct labor hour ratios for individuals with significant disabilities. Oversee annual certifications, supporting documentation, compliance reviews, and program audits while advancing Goodwill’s mission of creating meaningful employment opportunities for individuals with disabilities and other barriers to employment.
- Workforce Integration & Support: Partner closely with Human Resources, Rehabilitation Services, Case Management, and Training departments to ensure employees receive appropriate accommodations, assistive technology, vocational support, and professional development opportunities. Promote an inclusive work environment that balances mission fulfillment with productivity, quality, safety, and customer expectations.
- Financial Oversight, Budgeting & Profitability: Develop, manage, and monitor divisional budgets, operating plans, and profit-and-loss performance for all assigned contracts and locations. Analyze financial trends, labor utilization, equipment needs, and operational expenditures to ensure profitability and efficient resource allocation. Collaborate with pricing and executive leadership teams to develop Fair Market Price (FMP) proposals, contract modifications, renewals, and cost-reduction strategies while maintaining service quality and compliance standards.
- Quality Assurance, Compliance & Safety: Establish, implement, and continuously improve quality assurance programs, quality control plans, operational standards, and safety procedures to ensure compliance with OSHA regulations, Department of Labor Service Contract Act (SCA) requirements, security protocols, CIMS standards, and all applicable federal, state, and local regulations. Ensure readiness for customer inspections, internal reviews, and external audits while maintaining documentation and corrective action plans as required.
- Strategic Planning & Continuous Improvement: Develop and implement operational strategies, policies, procedures, and performance improvement initiatives that drive efficiency, quality, customer satisfaction, and organizational growth. Evaluate operational metrics, customer feedback, audit results, and emerging industry trends to identify opportunities for innovation and improvement across the contract portfolio. Partner with executive leadership to assess Procurement List opportunities, contract expansions, and new business initiatives that align with organizational capacity and mission objectives.
- Training & Development: In collaboration with the Quality Control Training Manager and Human Resources, develop, implement, and administer technical, operational, leadership, and safety training programs to ensure employees and managers possess the knowledge and skills necessary to perform their duties safely, efficiently, and in compliance with contractual and regulatory requirements. Conduct annual performance evaluations and support professional development initiatives across the division.
- Operational Documentation & Technology Integration: Develop, implement, maintain, and continuously improve written Standard Operating Procedures (SOPs), operational manuals, and process documentation. Promote responsible utilization of technology and approved artificial intelligence (AI) tools to support research, analysis, reporting, procedure development, workforce planning, and operational consistency while ensuring compliance with data security standards, organizational policies, customer requirements, CIMS certification standards, OSHA regulations, and government guidelines.
- Audit Readiness & Performance Management: Ensure all contracts consistently meet contractual requirements, quality standards, financial objectives, safety metrics, and customer expectations. Maintain audit readiness at all times, successfully prepare for internal and external reviews, and implement corrective actions as necessary to achieve continuous improvement and sustained contract success.
1. Maintain all required certifications including CIMS, ISSA, CMI, and other industry-recognized credentials required for continued employment and professional competency.
