Description

The selected candidate will serve as a regional technical expert in the fire protection engineering program and a regional coordinator of life safety and fire protection programs.

Examples of duties may include:

Planning, directing, and coordinating the fire protection engineering issues in new construction, building alterations and lease acquisitions.
Evaluating complex problems that are not addressed by existing policies or guidelines; interpreting guidelines, standards, policies, and engineering criteria.
Serving as an authoritative consultant and technical expert to regional architects/engineers in other divisions or field offices concerning fire protection engineering and risk
management issues.
Managing fire protection portions for major new construction or renovation projects and performing inspections.
Reviewing or directing the review of fire protection features of plans, specifications, and analyses of design as submitted by other divisions other engineers within the Region
regarding projects performed under such contracts.

Qualifications and Evaluations

If selected, you must meet the following conditions:

Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule
A, Schedule C or Non-Career SES employee in the Executive Branch.
Serve a one year probationary period, if required.
Undergo and pass a background investigation (Tier 1 investigation level).
Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland
Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
Work involves regular and recurring inspections, in which there is a considerable amount of walking, stooping, bending, and climbing.
There is regular and recurring exposure to moderate discomforts and unpleasantness, such as high levels of noise, dust and dirt,
possible asbestos exposures, high temperatures around fires, or adverse weather conditions at construction sites.

US Citizenship or National (Residents of American Samoa and Swains Island)
Meet all eligibility criteria within 30 days of the closing date
Meet time-in-grade within 30 days of the closing date, if applicable
Register with the Selective Service if you are a male born after 12/31/1959

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following
competencies or knowledge, skills, and abilities:

Mastery of advanced concepts, theories, principles, and practices for fire protection engineering sufficient to plan, coordinate, review,
provide expert technical/engineering advice relative to the GSA Fire Protection Engineering Program and to regulate activities of other
professionals within the region.
Knowledge, skills, and abilities to develop, interpret and implement and enforce regional guide specifications, criteria, and technical
guidelines or handbooks for use in construction and renovation projects throughout the region.
Ability to apply new developments or experimental theories to problems not addressed by existing codes, standards, or policies.
Knowledge of other related engineering fields including mechanical, electrical, civil, structural, and architectural.
Employee must have a knowledge, skills and abilities to make decisions or recommendations significantly changing, interpreting or
developing this important public program. Employee must have the ability to apply theories and new developments to problems not

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

Best Qualified = Candidates scoring between 95 - 100
Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the
requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with
further instructions.

If you are eligible under Interagency Career Transition Assistance Plan or GSA’s Career Transition Assistance Plan (ICTAP/CTAP), you must
receive a score of 85 or higher to receive priority.

The GS-12 salary range starts at $79,363.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training,
and/or technical experience. For specifics on qualifying education and/or experience - use the following link: Basic Requirements for Engineer

In addition to the Basic Requirements listed above, in order to be qualified at the GS-12 grade level you must have one year of specialized
experience equivalent to the GS-11 in the Federal service.

SPECIALIZED EXPERIENCE: Specialized experience is defined as experience under a senior level Fire Protection Engineer and providing
input into fire protection and prevention systems designs to include: making calculations and developing analyses and specifications for fire
protection and prevention engineering features; performing reviews of fire protection and prevention systems; writing and reviewing
specifications for fire protection and prevention systems; and, interpreting and applying fire codes, standards, and directives to designs and
reviews.

The GS-13 salary range starts at $94,373.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

In addition to the Basic Requirements listed above, in order to be qualified at the GS-13 grade level you must have one year of specialized
experience equivalent to the GS-12 in the Federal service.

SPECIALIZED EXPERIENCE: Specialized experience is defined as knowledge of fire protection engineering concepts, principles &
practices applicable to the full range of engineering duties concerned with providing safe environment for buildings and operations by
resolving fire protection and life safety problems.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and
certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to
appointment.

Failure to provide proof of education (transcripts showing date and degree confirmed and required courses) and other
supplemental documentation will result in an incomplete application and you will not be considered.
