The manager is responsible for the direction of all employees of the BGUA with an emphasis on administrative employees.
Duties and Responsibilities

Overall administration and management of the operation and maintenance of the public utility system. This includes budget preparation, capital improvement planning, customer service, issue resolution, human resources, employee training, and general oversight of projects and staff.
Acts as a liaison to the Commission, the Townships, and the township Water & Sewer Administrators.
Works with the Water & Sewer Administrators, BGUA Staff, and the Township Engineer to identify and plan for capital improvement projects, replacement projects, and operational upgrades to the water system and the sanitary sewer system.
Works with the Operations Supervisor to coordinate the operation and maintenance of the public utility system. This includes collaboration with the Operations Supervisor to ensure the completion of daily work tasks and programs as well as scheduling and completion of long-term programs.
Prepare monthly and annual reports to the Commission and Townships summarizing the work activities of the BGUA along with all items of significance to ensure good communication.
Evaluate the performance of personnel, assist in training of all employees, work cooperatively with employees to promote teamwork.
Provide human resource oversight for the BGUA including hiring, performance appraisals of employees, benefits, wages, personnel manual, personnel record keeping and discipline.
Provide oversight for financial management of the BGUA including purchasing, accounts payable, accounts receivable, budgeting, and inventory control.
Requirements
Knowledge Skills and Abilities
Experience in administration, finances, human resources, and management in a governmental setting.
Ability to interpret and effectively present the policies, objectives, and programs of the BGUA.
Ability to plan, organize, coordinate, delegate, and evaluate the activities of personnel.
Ability to analyze data and prepare effective reports and recommendations.
Ability to work in a team setting to collaborate and support work activities and programs.
Ability to deal effectively with customers, personnel, and others in all conditions.
Excellent interpersonal, organizational, supervisory, and time management skills.
Must be available to work evenings and weekends to attend meetings and respond to emergencies.
Education and Training
A bachelor’s degree from an accredited college or university in public administration, environmental science, civil engineering, related degree OR any equivalent combination of education, training, and experience.
At least seven (7) years of managerial experience in a related field but preferably in municipal or public utility setting.
Work experience in a related field.
Licensing in water distribution, water treatment, wastewater treatment is a plus but not required.
