Description
POSITION SUMMARY
This position is responsible for aspects of civil engineering of new private developments, public capital improvement projects, including plan review, report review, coordination of inspections, maintenance and repair projects and renovations of Town infrastructure. Work may include engineering for roads, drainage, floodplain and stormwater, water or wastewater systems and capital improvements, and may include oversight or supervision of other professional staff. In addition, this position may have responsibility for programs or divisions within the department.
ESSENTIAL FUNCTIONS

Responsible for fostering a work culture that aligns with the values of the Town; provides leadership in the delivery of superior services to Town residents and businesses.
Reviews work and provides quality control for assigned staff and other team members.
Performs high level review and analysis of Town infrastructure needs.
May perform computer modelling of water and wastewater systems for master planning activities, identifying system constraints, and analyzing engineering solutions.
Assists the Director in developing the Department’s short and long-range goals, and anticipates and resolves departmental issues, concerns and opportunities for improvement.
Plans, organizes and supervises overall work performance and daily activities of assigned employees to ensure accuracy and compliance with established procedures, provides training and review of work, interviews and recommends hiring of personnel, conducts performance appraisals and related management actions.
Advises personnel on day-to-day issues and questions, assesses and provides for training needs, initiates employee recognition, promotion, disciplinary action, and discharge processes as necessary and appropriate.
Assists with interviewing and selection of new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Provides staff coaching/counseling. Provides assistance and answers questions, gives advice and recommendations to staff.
Researches, recommends, develops and implements policy and procedures for operational effectiveness, sustainability, and safety. Monitors operations for efficient and effective application of department policies, procedures and standards.
Conducts long-range planning and land-use analysis; Recommends revisions to policy, Town codes and ordinances, drafts ordinances and resolutions for committee/board action.
Provides technical assistance using proper civil engineering standards and interprets codes, ordinances and regulations.
Ensures compliance with proper civil engineering standards, safe working standards and practices.
Ensures department is properly maintaining records of plan reviews, permits, and inspections.
Serves as a staff liaison to the Planning Commission, Board of Adjustment, other public hearings and public events, and the Town Board.
Oversees public hearings scheduling and makes presentations and recommendations.
Provides advisory information to professional clients, the media and the general public.
Reviews complaints and ordinance violations; consults with the legal counsel to determine actions.
Receives and responds to questions and concerns from the public, elected officials, and staff pertaining to community development matters.
Responds to citizen complaints, concerns or inquiries.
Manages construction either directly or through Construction Management services consultant.
Initiates and oversees preliminary designs, studies, analysis, cost estimates and prepares reports of future and proposed projects.
Coordinates design and other features of work with other public agencies and departments.
Determines methods of resolving unusual and complex problems and improving systems, materials, and practices.
Directs engineering planning studies.
Performs design review of plans and technical reports for private development for conformance with proper civil engineering standards, and to Town standards.
Advises members of the general public, property owners, architects, engineers, developers, and others regarding Town planning and development policies, procedures, and standards. Communicates and explains requirements of building, zoning and related codes and ordinances.
Responsible for planning, designing and implementing programs, projects and studies, setting goals for the department.
Monitors budget, contracts, services, costs and other factors throughout the year to identify problem areas and recommends adjustments.
Administers all programs assigned to the responsibility of the division and supervises the operations of assigned areas. Ensures compliance with program requirements.

Requirements
MINIMUM REQUIRED QUALIFICATIONS
Bachelor’s degree in civil engineering, environmental engineering or closely related engineering field with eight (8) years of progressively responsible experience in engineering, inclusive of two (2) years of progressively responsible supervisory experience. Masters degree preferred. Work experience should include public improvements design, contract documents preparation, contract administration and project cost estimating and scheduling, contract negotiation and dispute resolution, urban design and land use planning, and public relations/outreach. administrative liaison, and public outreach.
Registration as a Professional Engineer required.
