Charles County Government is seeking an experienced Network Manager to perform supervisory, budgetary, and technical work in managing computer network systems. This work involves maintaining local area, wide area, and Institutional networks (LANs and WANS), desktop computers and applications, IP Telephony systems, Groupware/E-mail Systems, Digital Video Studio, Internet/Web services and special IT projects for the County. Overall goals are set and the worker determines the specific tasks and assignments to be performed, independently handling new and unusual problems and deviations encountered in the work.
Essential Job Functions
- Manages the design, implementation, maintenance, and enhancement of LANs, WANs, telecommunication systems and supporting technologies to ensure network capacity meets current and future requirements.
- Coordinates resources for resolution of network and telecommunication systems issues.
- Researches and recommends network products and services to support network development and enhancement.
- Manages the design, implementation, maintenance, and enhancement of data recovery and backup systems.
- Negotiates with vendors and service providers to secure network products and services.
- Tests network performance and provides network performance statistics and reports.
- Assesses, approves, and oversees administration of equipment, hardware, and related software upgrades.
- Maintains, updates and tests network disaster recovery plan.
- Develops, implements and maintains policies and procedures for network administration and appropriate use.
- Interviews, trains, coordinates, and evaluates assigned personnel in accordance with County Personnel policies and procedures.
- Ensures adherence to hardware and associated software licensing agreements.
- Maintains knowledge of current industry technology trends.
- Prepares and administers Network area budgets.
- Coordinates IT projects with County departments, County agencies and State agencies.
- Performs other related job duties as assigned.
Qualifications, Knowledge, Skills, and Abilities
Education and Experience:
Bachelor’s degree in Computer Technology. Six (6) years of progressively responsible network experience, including one year in a supervisory capacity, or an equivalent combination of education, experience, and training.
Licenses or Certifications:
Network+ (CompTIA) or equivalent
Server+ (CompTIA) or equivalent
Security+ (CompTIA) or equivalent
Special Requirements/Qualifications:
Work is subject to frequent interruptions and occasional work beyond the normal scheduled hours of operation. Must be available to work during non-work hours to support County computer systems.
Knowledge, Skills and Abilities:
- Knowledge of major networking protocols, topology design, network hardware and device configuration
- Knowledge of effective techniques of supervision.
- Ability to plan and direct network services for the County.
- Ability to evaluate technical problems regarding system operation.
- Ability to evaluate and recommend hardware and software.
- Ability to communicate effectively orally and in writing.
- Ability to establish and maintain effective working relationships with others encountered in the work. Train and supervise others in the work.
- Ability to design, install, administer, and maintain LANs/WANs and other network services

PHYSICAL DEMANDS
The work is sedentary with frequent periods of walking and standing. Typical positions require workers to lift and carry up to 20 pounds; climb stairs; bend and crouch; reach, hold, grasp, and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally, to use normal or aided vision and hearing, and to detect odors.

Principal duties of this job are performed in a general office environment.
