- IT Manager, Project Management Office
Description
The City of Sunnyvale is seeking a collaborative and forward-thinking Information Technology Manager to lead the IT Department’s Project Management Office (PMO) Division and drive enterprise technology initiatives that provide essential City services. This is a high-visibility leadership role that reports to the CIO and is responsible for shaping how the City delivers technology projects and is the project manager for several projects at the same time. The PMO Manager leads enterprise project delivery, organizational change efforts, and customer-focused initiatives that span all departments and directly support the community. This position oversees a team of project management professionals delivering complex initiatives and plays a central role in portfolio management, business process improvement, requirements development, and RFP-driven system implementations.
This role is ideal for a strategic and service-oriented leader who enjoys working across departments, mentoring staff, improving processes and turning City priorities into successful outcomes. The successful candidate is comfortable operating at both the executive and project-delivery levels in order to help shape strategy while ensuring strong day-to-day execution.

The ideal candidate will have:
- Experience managing an IT Project Management Office (PMO), project delivery team, or enterprise project portfolio.
- Recent experience managing multiple complex IT Projects with minimal guidance.
- Leadership and supervisory experience, including mentoring project and establishing staff performance goals.
- Strong knowledge of PMI-based Project Management, Portfolio Management and Program Management Methodologies; PMP, PgMP, PfMP, and/or Prosci certified a plus.
- Proven track record of delivering complex public sector or large organizational technology initiatives.
- Experience leading organizational change and supporting the transition from implementation to operational support.
- Experience using Project Portfolio Management (PPM) tools to provide enterprise project oversight and reporting.
- Understanding of government procurement processes and vendor oversight is a plus.
- Experience establishing performance metrics and KPIs to measure project and portfolio success.

Requirements
The minimum qualifications for education and experience can be met in the following ways:
- A bachelor’s degree or four (4) years of full-time post-secondary education from an accredited college or university with concentration in computer science, information technology, computer engineering, engineering, web science, business/management information systems, cybersecurity, or related field, AND Ten (10) years of increasingly responsible technical or professional level information technology experience in a private or public sector position, including five (5) years of experience in a supervisory capacity, supervising an IT Team; OR
- An Associate’s degree or have completed 60 semester or 90 quarter units at an accredited college or university in business information systems, computer science, information technology, software information systems or related field AND twelve years of technical or professional level experience in a private or public sector position, including five (5) years of experience in a supervisory capacity, supervising an IT Team; OR
- A Technology Certificate from an accredited college or trade school in information technology, computer and information research science, computer engineering, computer applications, web technologies, computer information systems, application development, database design, programming, network architecture, network and computer systems administration, telecommunications administrations, electronic engineering technology, technology project management or related field AND twelve years of technical or professional level experience in a private or public sector position, including five (5) years of experience in a supervisory capacity, supervising an IT Team; OR
- At least ONE of Project Management Professional (PMP), Program Management Professional (PgMP), Cisco Certified Internetwork Expert (CCIE), Certified Information Systems Security Professional (CISSP), Certified Cloud Security Professional (CCSP), Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM); AND TWO of Professional in Business Analysis (PMI-PBA), Agile Certified Practitioner (PMI-ACP), Certification in Capability in Business Analysis (CCBA), Oracle Certified Professional (OCP), NetApp Certified Implementation Engineer (NCIE), Palo Alto Networks (PAN) Accredited Configuration Engineer (ACE), Cisco Certified Network Associate (CCNA) certificate, VMWare Certified Professional (VCP), Cisco Certified Design Associate (CCDA), Microsoft 365 Certified: Enterprise Administrator Expert, Microsoft Certified: Azure Solutions Architect Expert, Microsoft Certified: Azure DevOps Engineer Expert; Microsoft Certified: Dynamics 365+ Power Platform Solution Architect Expert, Microsoft Certified: Dynamics 365: Finance and Operations Apps Solution Architect Expert, Capital Asset Pricing Model (CAPM), Risk Management Professional (PMI- RMP), Project Scheduling Professional (PMI-SP), SQL Certification or Certified Business Analyst Professional (CBAP) certificate, CompTIA Security+, Certified Ethical Hacker, AND twelve years of technical or professional level experience in a private or public sector position, including five (5) years of experience in a supervisory capacity, supervising an IT Team;
NOTE: A Masters degree with a major in computer science, information technology, computer engineering, engineering, business/management information systems, cybersecurity, information assurance, public administration or related field may be substituted for one (1) year of experience.
