Summary
This position is located in the Architect of the Capitol (AOC), Office of the Chief Engineer (OCE). The selectee will be responsible for implementing the Architect’s mission and goals and providing organizational facility and asset management to improve the performance of the operations and services of the AOC.
Duties
The Enterprise Asset Manager (EAM) has the key and primary responsibilities in promoting reform and measuring results for the enterprise asset management program for the AOC, which involves managing facility operations and maintaining physical assets throughout each asset’s lifecycle.
EAM is used to plan, optimize, execute, and track maintenance activities with associated priorities, skills, materials, tools, and information, including planning, design, construction, commissioning, operations, maintenance, and decommissioning or replacement of plant, equipment, and facilities.
As part of the OCE, the incumbent supports the development and implementation of strategic asset management programs—primarily Enterprise Asset Management Systems (EAMS). The role involves coordination and liaison work with stakeholders in IT, Facilities and Maintenance, Engineering, Design, Construction, and capital teams.
The EAM Manager ensures communication between stakeholders to unify action and improve strategic asset management program implementation.
Responsibilities
Enterprise Asset Management
- Leads overall EAM for the AOC with new asset management IT systems; gathers requirements, feedback, testing results, timelines, progress reports, and tracking.
- Establishes and manages EAM technology roadmaps, system integrations, and change management plans (including standardized processes, downtime schedules, training, and stakeholder messaging).
- Develops and manages program plans for asset consolidation and delivery; identifies patterns, anticipates issues, and proactively develops solutions.
- Produces analytics to drive business value across the Enterprise.
- Proposes improvements to department policies, processes, and procedures; partners with internal and external stakeholders.
- Develops/monitors KPI metrics annually.
- Provides leadership on costbenefit and ROI analyses; prepares business case costs, benefits, risks, targets, and briefs senior staff and officials on facility-related matters.
Advisory Responsibilities
- Provides advisory services on asset management, logistics, space planning, and facility management.
- Serves as liaison providing advice and guidance on complex asset management matters.
- Advises on critical or unusual asset management issues across facilities.
- Recommends agency-wide policies and procedures affecting asset acquisition, utilization, preservation, and disposal.
Program Planning and Coordination
- Plans, develops, and implements policies and guidelines for critical programs, including budget formulation and IT systems implementation.
- Provides management and consulting services to AOC leadership to improve internal business processes and mission effectiveness.
- Maintains effective communication with executive leaders and external agencies.
- Ensures compliance with AOC, ISO55001, and OSHA safety regulations; initiates corrective action on unsafe conditions.

Qualifications
You must meet OPM qualification requirements (specialized experience and/or education). See OPM qualification standards.
Specialized Experience
Experience demonstrating the knowledge, skills, and abilities to perform the duties of this position.
GS14 candidates must have at least 52 weeks of specialized experience at the GS13 level.
Specialized experience includes:
- Comprehensive experience managing assets supporting architecture, engineering, and/or facilities management programs for large organizations.
- Coordinating development and implementation of a strategic asset management program focused on EAMS.
- Applying analytical, evaluative, and measurement techniques to improve program compliance and performance.
- Ability to develop asset management reports, brief leadership, and recommend action plans.
Professional certifications and LEED accreditation preferred.
