1 Regular Full-Time position at Courtice Water Pollution Control Plant in Clarington, Ontario
Embedded Project Engineer
Reporting to the Manager of the Engineering Support Division, this position is accountable for the delivery of the new works and the rehabilitation/replacement of existing works at Durham Region's water and wastewater treatment plants, pumping stations, and storage facilities. This position will provide technical support to plant operation staff on operational procedures and maintenance activities and will manage projects and studies required for the operation of water supply and wastewater treatment plants and pumping stations.
The incumbent will:
- Administer project management from its conception to construction of each project proposed by reviewing and approving works that are compliant with applicable standards regulations, policies, Regional By-laws, safe practices and highest quality standards
- Write requests for proposals in accordance with Regional guidelines. Evaluate proposals, hire consultants, and assign projects
- Act as the technical resource with regard to Region water and wastewater facilities forecast planning and complex operational and technical issues
- For in-house designs, approve engineering drawings by sealing with a stamp of the Professional Engineers of Ontario before the work is to be contracted for construction
- Provide technical support to operation staff on operational procedures and maintenance activities
- Provide development of technical specifications and/or scope for procurement of spare parts, service agreements by specialized vendors, etc.
- Provide technical support to the Region's Construction Services staff during the tendering and construction phases of the project
- Assist in the preparation of the annual Business Plans and Budgets (including Capital Projects, Major Repairs &
- Renovations, and Tangible Capital Assets) for Plant Operations facilities
- Acts as an Agent of Change for integration of New Capital Projects into Existing Facility Day-to-Day Operations (Start-Up and Commissioning Phase of Project)
- Ensure that as-built drawings, consultant Operations and Maintenance Manuals and vendor Operation and Maintenance
- Manuals are available and accurate for use by Plant Operations at project completion
- Strategically innovate and collaborate with others to achieve the on-going improvement of Regional and Divisional standards, guidelines, practices, procedures and policies
- Works in accordance with the provisions of applicable health and safety legislation and all corporate/departmental policies and procedures related to occupational health and safety
The successful applicant will possess:
- A Degree in Civil/Environmental/Mechanical/ Chemical Engineering or a related discipline (Bachelor of Engineering, Bachelor of Applied Science, etc. 4-year program) or equivalent combination of education and related work experience
- Licence as a Professional Engineer with the Professional Engineers of Ontario
- Extensive experience with managing projects at water wastewater treatment facilities, pumping stations and/or storage facilities
- Extensive experience in commissioning, start-up and integration of complex water and wastewater capital projects
- Extensive experience in Municipal Engineering with knowledge and understanding of the design and construction of wastewater systems
- Knowledge and understanding of Ministry of Environment, Conservation and Parks (MECP) guidelines and requirements, safe construction practices, Ontario Occupational Health & Safety Act
- Experience working with MS Office Applications (Word, Excel, Outlook), MS Project, Computer Aided Design and Drafting Programs
- Excellent verbal and written communication, effective customer service, problem solving, analytical, managerial, project management and organizational skills
- A commitment to inclusive dialogue and ensuring diverse voices are heard
- A valid Class 'G' Ontario Driver's Licence and access to a reliable vehicle
- BioWin or similar wastewater process modelling software experience would be an asset
- Certification as a Project Management Professional (PMP) or Wastewater Operations Licence would be an asset
- Formal Asset Management and Computerized Maintenance Management Experience would be an asset
Management & Exempt Salary (Works)
Salary: $120,590 to $165,810 per annum
