Position Overview:
We are seeking a Civil and Linear Assets Lead to join our Asset Lifecycle Management Department. Under the general direction of the Asset Lifecycle Delivery Section Head and the Asset Lifecycle Management Department Manager, the Civil & Linear Assets Lead is responsible for providing supervision to the Civil & Linear Assets team while supporting the section mandate: develop and optimize the specific asset lifecycle delivery performance, cost and risk through evidence-based reliability analysis. Lead the lifecycle review process for civil & linear assets which includes the development of a sustainable civil assets' maintenance program. Contribute to the building of investment scope and planning consideration using reliability analysis on the respective civil & linear asset classes.
Responsibilities:
- Supervise and be accountable for the activities that are the responsibility of the Asset Lifecycle Delivery Civil & Linear Assets team and demonstrate the ability to effectively motivate, direct and influence personnel.
- Coordinate the development and updating of maintenance plans, procedures and strategies associated with civil & linear assets. This primarily focuses on the implementation of a maintenance programs that focuses on the inventorying, inspection, analysis and remediation of all civil & linear assets within Manitoba Hydro's stations. This effort includes continuously developing new maintenance procedures, performing periodic maintenance plan reviews and supporting the change management process for civil & linear asset(s) maintenance. This also includes the development of maintenance effectiveness measures and identifying opportunities to enhance maintenance and replacement/retirement strategies through reliability engineering analysis on civil & linear assets.
- Work with Operations, Construction, Project Management, Maintenance & Operation Engineering Services (MOES) and Engineering departments to develop project scope/functional requirements for investments identified through reliability analysis.
- Accountable for providing analysis and recommendations to Lifecycle Value Optimization for civil & linear assets, as well as providing input into development of business processes, tools and whole lifecycle cost models for civil & linear assets.
- Participate in the development of the Section's, Department's and Division's business plans.
- Represent the Civil & Linear Assets team, or ALD section, on asset management related committees and working groups, including coordination of asset management strategies between departments in the Asset Management Division.
- Provide input for the development of training material and informational presentation on maintenance philosophy and practices.
- Make recommendations based on analysis and engineering knowledge for Preventative and Planned Maintenance Optimization. Provide input on data needs.
- Act as a Subject Matter Expert to provide support and feedback to capital project alternatives with the Corporate Value Framework, working with the Asset Advisor.
- Identify and report on potential failures within a process, system or individual civil & linear assets. Identify and report on potential failures; seek, recommend and develop innovative concepts applicable to optimize lifecycle decision making.
- Provide engineering expertise and reliability engineering services to other parts of Manitoba Hydro related to civil & linear assets, emerging trends and technologies, and the application of reliability analysis, including directing or conducting meetings, seminars or presentation and training.
Qualifications:
- Graduate in Civil Engineering from a university of recognized standing with a minimum of seven years of related experience having obtained three years of this experience in design, construction, maintenance or project management of Civil & Linear assets.
- Professional member in good standing with Engineers Geoscientists Manitoba (or willingness and ability to attain within a specified amount of time).
- Holding a Certificate in Asset Management from the Institute of Asset Management would be considered an asset.
- Must have a good working knowledge of Corporate Safety and Environmental systems and related civil supporting systems/assets.
- Advanced knowledge of civil & linear type assets including the design, operation, reliability, compliance requirements, maintenance practices, and modes of failure.
- Possess working knowledge of other asset types including but not limited to mechanical, electrical & gas type assets and willing to collaborate on multi-disciplinary projects.
- Working knowledge of RCM theory, FMEA/FHA/FFA, root cause analysis, and asset management theory.
- Advanced knowledge in maintenance applications and condition assessment processes related to asset management.
- Must have proven ability to co-ordinate the activities of others providing engineering services or maintenance services as required. Must be able to work effectively at various levels in the organization and externally including consultants, contractors and suppliers.
- Must have good inter-disciplinary organizational skills, ability to train others, make presentations and delegate authority.
- Must have a demonstrated ability to analyze and prepare engineering reports, and to develop processes.
- Possess practical experience and working knowledge of work management systems such as EAM, RMS, SAP, TGIS, Remedy or other platforms such as ArcGIS, AutoCAD or Survey123, for use related to maintenance planning and asset management would be an asset.
- May be required to visit various asset locations across the province.
- Possess and maintain a valid Province of Manitoba Driver's Licence.
Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $51.34-$70.34 Hourly, $98,380.88-$134,784.78 Annually.
