Job Summary
The Division Manager of Source-To-Pay Transformation provides executive leadership for the planning, implementation, and ongoing management of an enterprise-wide e-procurement system within a large, complex organization. This role leads large-scale transformation initiatives to optimize end-to-end Source-To-Pay (S2P) processes, improve efficiency, ensure compliance, and enhance customer experience across multiple departments. The position requires a strong strategic mindset, change management expertise, and the ability to lead cross-functional teams in a highly matrixed environment.
Key Responsibilities
Lead and manage the Source-To-Pay (S2P) transformation program, serving as the primary accountable owner for implementation and ongoing operations
Direct and oversee multidisciplinary teams, including managers, analysts, IT specialists, developers, technicians, and contractors
Lead multiple procurement transformation workstreams (purchasing, contracts, payables, etc.) to ensure consistency in strategy, policy, process, technology, and organizational alignment
Drive system adoption through effective change management, training programs, and functional and technical support services
Establish and enforce end-to-end procurement policies, governance structures, and compliance frameworks
Define business requirements and oversee functional design, process mapping, testing, training, and support models
Focus on standardization, automation, efficiency, equity, and customer service across all procurement activities
Develop operating plans, performance frameworks, data reporting structures, and key performance indicators (KPIs)
Monitor service delivery, quality, equity, and cycle times to ensure business requirements are met or exceeded
Oversee procurement technology operations to ensure systems are secure, maintained, and operating efficiently
Review and approve major project deliverables and ensure alignment with program objectives
Foster a collaborative, innovative, and customer-centric work environment
Advise executive leadership on current and future trends in procurement technology and transformation
Requirements
Minimum Qualifications
Option I: Three years of experience managing multiple organizational units, including responsibility for budget, personnel, fiscal operations, program management, and administrative functions
Option II: Bachelor’s degree in Business Administration, Public Administration, or a closely related field and two years of experience managing multiple organizational units with similar responsibilities
Desirable Qualifications
Extensive experience in procurement operations, including procure-to-pay processes and ERP systems
Proven experience leading large-scale Source-To-Pay or ERP implementations within complex, matrixed organizations
Physical Requirements
Light physical effort, including occasional lifting up to 10 pounds, bending, stooping, squatting, and considerable walking
This role is suited for senior leaders with strong procurement, transformation, and systems implementation experience who can drive enterprise-wide change and deliver measurable operational improvements.
